Yes. In WHM you can create packages whose combined quotas add up to more than your plan’s storage and bandwidth, because most client sites use a fraction of their allocation. What your accounts actually use together still can’t exceed the plan. We notify you before you reach the storage or bandwidth limit; at the limit, new account creation is blocked, and going over the bandwidth limit can lead to suspension until you upgrade. Moving up a tier, or between Storage and Accounts Optimized, needs no migration and no downtime. This is about your own allocation — we don’t overcrowd our servers.

No. Clients reach cPanel at an address on your own domain with a valid certificate, see your private nameservers, and are billed by you. We send them no emails, and if one of them contacts us directly, we disclose nothing about you or your account. A few technical traces no reseller host can remove remain: outbound mail is relayed through MailChannels, which shows in message headers, and automated quota or suspension notices go to the contact email on each cPanel account — so set that to yours.
