The short answer, verified 3 October 2026: of the six cPanel reseller hosts we compare, four include billing software. ChemiCloud includes WHMCS Starter from its Grow plan up (Blesta on its entry plan). InMotion Hosting includes WHMCS Starter on every plan. GreenGeeks includes WHMCS Starter on request. HostPapa includes WHMCS or ClientExec from its Gold plan. hosting.com and Verpex don’t include a licence on their current plans. Every included WHMCS licence we could confirm is the Starter tier.

What “free WHMCS” can mean: five things to check

“Free WHMCS” reads like a yes-or-no feature. It isn’t. Behind the phrase there are five things that differ between hosts, and two of them matter far more to an agency than to someone launching a hosting brand.

The tier, and why Starter still exists

WHMCS sells its software by tier, and the tiers differ mainly in branding and in how many active clients they allow. From 1 January 2026, WHMCS stopped selling its Starter tier directly and moved existing Starter holders up to Plus. Hosts that are WHMCS partners can still provide Starter, which is why almost every “free WHMCS” offer you’ll see today is a Starter licence. That isn’t a trick; it’s how the licence reaches hosts at a price they can bundle. But it means “free WHMCS” and “the WHMCS you’d buy yourself” are no longer the same product.

Ask: which tier, exactly?

“Powered by WHMCS”: the branding question

Starter shows a “Powered by WHMCS” notice in the client area your customers log in to. Plus and higher tiers don’t. If you’ve worked to make hosting look like part of your agency, this is a visible seam, the same kind we cover in where white-label hosting shows its seams and in our comparison of how white-label each host really is.

It’s also fair to say that plenty of agencies won’t care. Most clients log in to pay an invoice once a year and never read the footer. It’s your call, but make it before you’ve set up 40 clients on a portal, not after.

Ask: what will my clients see, and what does it cost to remove it through you?

The active-client cap

Starter and Plus both allow up to 250 active clients: customers with at least one live product, service or domain. An agency hosting 15 to 60 client sites will not get close. If you’re planning a hosting brand that grows past 250 paying customers, the next tier up is a real monthly cost, and you should price it now.

Ask: what happens when I pass the cap?

Where it runs and who maintains it

An included licence is usually installed inside your own reseller account, on the same server as your clients’ sites. That’s convenient, and it has one consequence worth knowing: if your reseller plan is ever suspended, for example over a missed payment, your billing system goes down with it, at exactly the moment you need it to chase invoices. Then there’s upkeep. WHMCS needs updates, a working cron job, a payment gateway and occasional module fixes when cPanel changes. Some hosts install it and help when it breaks; others hand you a licence key.

Ask: who installs it, who updates it, and will your support help when it stops provisioning?

What happens when you leave

An included licence belongs to the hosting plan, not to you. Cancel the plan and the licence ends. Your WHMCS data doesn’t have to: the database, client records and invoice history can be exported and run on a licence you buy yourself. Plan for that on day one by backing up the WHMCS database separately from client sites.

You’ll sometimes see “lifetime” WHMCS licences advertised with hosting. In practice that means the lifetime of the hosting plan.

What an included licence is actually worth

A free licence is worth what you’d otherwise pay for the tier you actually need. On WHMCS’s own pricing page, verified 3 October 2026, the self-hosted Plus licence is $34.95 a month for up to 250 active clients.

WHMCS also sells a cloud-hosted Starter plan at $9.99 a month for up to 25 active clients, run on its own infrastructure rather than your server, which is a legitimate option for a very small agency.

That gives three ways to value an included Starter licence:

  • If you’d have bought Plus anyway, the included licence saves you the cost of a separate install but still leaves you paying to remove the branding.
  • If you’d have used WHMCS’s cloud plan, it’s worth about $10 a month, until you pass 25 clients.
  • If you wouldn’t use WHMCS at all, it’s worth nothing to you, and it shouldn’t decide your host.

One more piece of arithmetic catches people out. Our entry plan, Kickstart, includes Blesta rather than WHMCS. Adding WHMCS Starter to Kickstart costs $12.95 a month, which at renewal makes it more expensive than moving up to Grow, where WHMCS is included and you get more space and accounts. Do you need WHMCS at all?

WHMCS is excellent at one job: running a hosting business without you in the loop. A client orders, pays, and gets a cPanel account created automatically. A renewal fails, and the account is suspended on schedule. A client buys a domain alongside their hosting and it registers itself. If that’s the business you’re building, an included licence is a real saving and a sensible reason to shortlist a host.

Many agencies aren’t building that business. If hosting is billed inside a monthly retainer, there’s nothing for WHMCS to invoice separately; we cover that model in hosting inside a retainer vs billed separately. If you already send annual invoices from your accounting software, WHMCS gives you a second place to keep client records and a second set of reminders to configure. If you create a new cPanel account four times a year, automated provisioning saves you about four minutes a year. And some agencies deliberately keep hosting invisible, with no client portal at all, because every login is a chance for a client to start a support conversation.

Three questions settle it:

  1. Do clients pay you for hosting separately from your other work?
  2. Will you add more than a handful of new hosting clients a year?
  3. Do you want a missed payment to suspend a site without you deciding to?

If you answered “no” to two or more, an included WHMCS licence isn’t a good reason to choose a host. Pick on support, renewal price and migration help instead, and look at plans without billing software too. We compared the cheapest plan at each host that includes billing software, not each host’s entry plan, because that’s the plan you’d actually be buying. For us that’s Grow rather than Kickstart. We read each provider’s current reseller page on 3 October 2026 and asked each provider’s pre-sales team which WHMCS tier they include. Where a cell couldn’t be confirmed, it says so. Best for: a designer or small agency moving 10–60 existing client sites onto one account, who wants billing software in the box and a person to answer at any hour.

What you get. WHMCS Starter or Blesta on Grow and above; Blesta on Kickstart. Both are the branded editions, capped at 250 active clients for WHMCS. What it costs to go unbranded. $23.95 a month for WHMCS Plus through us, against $34.95 buying direct.

Renewal reality. Grow is $19.95 a month on its first term and $45.95 after that, a steeper step than either InMotion’s or GreenGeeks’ plans with WHMCS. Longer terms aren’t cheaper per month on our plans.

Watch out for: our entry plan includes Blesta, not WHMCS; the included WHMCS shows its branding; and a WHMCS install on your reseller account goes down if the account is ever suspended.

InMotion Hosting: WHMCS from the cheapest plan

Best for: a reseller who wants WHMCS on the lowest-priced plan here and plenty of time to decide.

What you get. WHMCS Starter is included on every reseller plan, including the entry R-1000N, alongside an eNom domain reseller account and a dedicated IP. The entry plan has 25 cPanel accounts and 80 GB of storage.

What it costs to go unbranded. Not confirmed. Ask before you set up your client area.

Renewal reality. R-1000N is $16.99 a month and renews at $35.99, about 2.1×. That’s $10 a month less than our Grow at renewal, for 35 fewer cPanel accounts.

Watch out for: 25 accounts fills quickly for an agency moving an existing book in, and the 90-day money-back guarantee applies to 6-month and longer terms only.

GreenGeeks: the gentlest renewal with WHMCS

Best for: a reseller who wants WHMCS without a big jump at renewal, and a stated migration allowance.

What you get. WHMCS Starter, included on request rather than set up by default, with 25 cPanel accounts and 60 GB of storage on RH-25. Up to 30 free migrations, which covers most small agencies’ whole client list.

What it costs to go unbranded. Not confirmed.

Renewal reality. RH-25 is $19.95 a month and renews at $34.95, about 1.75×, the smallest step of the four plans here.

Watch out for: you need to ask for the licence, and 60 GB across 25 accounts is tighter than it sounds once client email is included.

HostPapa: a choice of billing platform from Gold

Best for: a reseller who wants to choose between WHMCS and ClientExec, or set resource limits for each client account.

What you get. WHMCS or ClientExec on Gold and above, with WHMCS capped at 250 accounts. Gold has 60 cPanel accounts and 150 GB of storage, and HostPapa lets you assign CPU and memory limits per client account. Bronze and Silver don’t include billing software.

What it costs to go unbranded. Not confirmed; neither is the included WHMCS tier.

Renewal reality. Gold is advertised from $34.95 a month on a year term. The renewal is $69.99/mo. HostPapa’s headline prices assume a longer commitment than the other plans here, so compare at the same term.

Watch out for: billing software starts two tiers up from the entry plan, so the cheapest HostPapa plan isn’t the one this page is about.

Often listed as “free WHMCS”, but not included today

Several “free WHMCS” lists still include two hosts whose current plan pages don’t include a licence. hosting.com‘s cPanel reseller plans connect to WHMCS, Blesta or Upmind if you bring your own licence; its strengths are a wide choice of hosting locations and free migrations that cover whole reseller books. Verpex states plainly that WHMCS isn’t provided; its Reseller 15 plan has one of the gentlest renewal steps in this market. If you’ve already decided you don’t need billing software, both are worth a look on their own merits. Verified on each host’s own page, 3 October 2026.

Where we’d send you elsewhere

  • You want WHMCS on the cheapest plan possible: InMotion Hosting. Its entry plan includes WHMCS Starter for less than our cheapest plan with WHMCS, at intro and at renewal.
  • You care most about what you’ll pay in year two: GreenGeeks. Its plan with WHMCS renews at $34.95, $11 a month less than our Grow.
  • You’d rather use ClientExec, or set resource limits per client yourself: HostPapa, from Gold. We don’t offer ClientExec, and resellers can’t set per-account limits on our plans.
  • You don’t need billing software at all: look at plans without it. Verpex’s Reseller 15 renews at $22.00 a month, and our own Kickstart includes Blesta at $34.95 on renewal.
  • You want unbranded WHMCS included at no extra cost: none of the hosts we checked offers it. Every included licence we could confirm is Starter. Budget for the upgrade, or for your own licence.

Your first week with an included WHMCS licence

You already have the clients. This is the order that avoids redoing work.

  1. Choose WHMCS or Blesta before you activate either; switching later means re-entering every client.
  2. Create your WHM packages first, then map each WHMCS product to one.
  3. Connect the WHM server module and test-provision one account end to end.
  4. Set up private nameservers before any automated email goes to a client.
  5. Connect a payment gateway and pay a test invoice yourself.
  6. Set suspension and termination days deliberately; the defaults rarely match how you treat late payers.
  7. Link your terms and acceptable use policy in the order form.
  8. Import existing clients before you tell them you’re taking over their hosting, and before migrating their sites.
  9. Log in as a test client and check the client area footer, an invoice PDF and every email template.

FAQ

Is free WHMCS with reseller hosting really free?

Yes, for as long as the hosting plan is active. The cost sits inside the plan price, so compare renewal prices rather than treating the licence as a bonus.

Does free WHMCS remove “Powered by WHMCS”?

Usually not. Included licences are almost always the Starter tier, which shows WHMCS branding. Removing it means upgrading to Plus or higher.

What happens to my WHMCS if I cancel my reseller plan?

The included licence ends with the plan. Your WHMCS data can be exported and run on a licence you buy yourself, so back up the database regularly and separately from client sites.

Can I bring an existing WHMCS install to a host that includes a licence?

Usually, yes: the installation and its database move like any other application, and the host issues its licence key in place of yours. Confirm the steps with the host before you cancel your own licence.

Is WHMCS Starter discontinued?

For direct purchase, yes, from 1 January 2026, when WHMCS moved existing Starter holders to Plus. Partner hosts can still include Starter with their plans.

WHMCS or Blesta?
